第22回小学校英語教育学会 四国・徳島大会へようこそ。本来であれば，みなさまに四国にお越しいただき，小学校における英語教育のアイデアや課題についてともに話し合いながら四国の大自然やおいしい料理を楽しんで親睦を深めたい，と切に願っていたのですが，残念ながら今年もオンライン形式での開催とせざるをえなくなりました。

2020年度の新学習指導要領全面実施に伴い，先生方は新学習指導要領とそれに準拠した教材・教科書に真摯に取り組んでおられます。「外国語による見方・考え方」を働かせ，文脈のある実際的な言語使用に焦点を当てた「言語活動」の実践を目指した新学習指導要領の実施そのものが難しいですが，この数年間は，想像していなかった多くの課題に直面することになりました。新学習指導要領の実施とほぼ同時に指導と評価の一体化のための学習評価のガイドラインが発表されましたが，先生方が新しい評価に適応するための時間はほとんどありませんでした。新型コロナウイルス感染拡大に伴い，教室での言語活動や児童同士のやり取りに制限が課せられ，それを契機に，先生方は指導方法を再検討することになりました。専科の教員数が増えた一方，新型コロナウイルスの影響により，新規ALTの数が減少したため，先生方や管理職は教員の役割や指導体制について深く検討することになりました。GIGAスクール構想に基づき，教室でのICT活用が推進され，これが急速に広がったことで，言語学習におけるさまざまな問題と無限の可能性が浮き彫りになりました。教室へのICT導入は，小中学校へのデジタル教科書の導入に伴い，今後1年間でますます多くの課題が明らかになるのと同時に，ますます関心が高まる分野となるでしょう。この変革が授業にどのような影響をもたらすのかはまだ分かっていません。こうした課題や外国語教育の方向性を鑑み，本大会では「今こそ問い直そう,新しい時代の小学校英語教育)」というテーマを設定した次第です。
ご参加のみなさまが教育実践や教育政策について学び共有し再考する実りある2日間になることを心待ちにしています。学術研究，授業研究，実践的なワークショップやディスカッションをバランスよく行うことで，小学校英語をさまざまな角度から見直すことができるようになることを期待しています。今回の大会で蒔かれた種がみなさまの教室で実りある収穫につながることを，また，そう遠くない未来にみなさまと直接お会いできることを祈念します。

Welcome to the 22nd National Conference of the Japan Association of English Teaching in Elementary Schools hosted by Shikoku-Tokushima. Despite our earnest wishes to have all participants come to Shikoku and enjoy nature, good food and friendship while sharing ideas and issues related to English teaching at elementary schools, this year too, we have been forced to switch to an online platform for our conference.
Since 2020, teachers around the country have been coming to grips with the new course of study and the materials which are based on it. Implementing the new course of study in itself is a challenge, with an emphasis on teaching through ‘language activities’ while activating the Approaches in communication with focus on contextualizing authentic language use, but the past few years have presented many unforeseen challenges for teachers. Evaluation guidelines were published at around the same time that the new course of study was introduced, giving teachers little time to adapt to new evaluation standards. The COVID 19 virus and restrictions on classroom activities and interaction has lead to teachers re-examine teaching practices. Increasing numbers of specialized ‘senka’ teachers and fewer new ALTs due to COVID related issues has lead teachers and school management to deeply consider teacher roles and systems for instruction. The rapid spread of ICT in the classroom promoted through the GIGA school initiative has lead to many problems and unlimited possibilities for language classrooms. This will become an increasing issue and area of interest over the coming year with the introduction of digital textbooks for elementary school and junior high school children. How this will influence classroom practices is yet to be seen. It is because of issues such as these and giving considerations to the direction in which foreign language education is proceeding that we decided on the theme of “Re-examining Elementary School English Education in a new Era” (今こそ問い直そう，新しい時代の小学校英語教育) for this year’s conference.
We are looking forward to a fruitful 2 days of learning, sharing, and re-examining of teaching practices and policies. Balance between academic research, classroom research and practical workshops and discussion will, it is hoped, allow all participants to re-exam elementary school English from a variety of perspectives. We truly hope that the seeds sown during this year’s conference will lead to a fruitful harvest in your classrooms, and hope that in the not-too-distant future we can meet you all in person.
